Yes.must go during low tide. I go around 3pm+. Had mentioned inside the video. However, everyday low tide timing is different, u can look inside the video how to check the low tide everyday

反钟比较安全。那个攀岩点最好上山，下山的话很危险。还有就是要计算好退潮时间哦

0:41 the tides chart showing 16:52 is the 3rd tides red arrow down means thats the time i should go right? if tmr 3rd red arrow down tide is 11:55am, i should plan my trip tmr during 10am - 2pm, am i planning it right?

Yes correct. Should go there before one hour plus. Means 11.55am, then go on 10am is correct. ( Refer the tides chart based on the day u want to go)
