I would suggest Frank to not actively play bullet until he is at least 1000-1200. It can instill a really bad habit to move very quickly which massively hinders overall chess improvement unless you are very concious of it.

In that sense bullet chess is like a guilty pleasure or drug that needs to be taken responsibly. He’ll be fine as long as he realizes he needs to switch mind-set when playing different time formats. Slower needing calculation/analysis, while bullet is pure instinct and fast thinking.

Agreed! Of course this is not universal but at least for me bullet really hinders other time formats. It is so different state of mind. Tbh in general I wouldn't recommend bullet to anyone below like 1600...1700 blitz/rapid, at least not for daily basis
