Burlingtonian here. I am all in support of what you are doing but there IS a little bit of a gray area around HIPAA violations when recording people who are coming and going from a medical faciity, which is what the Turning Point treatment and recovery center is. Staff doesn't usually fall under those protections but clients and patients do. It's murky. You are in public space and have every right to record while outside buuuuuut.... that guy who was taken out on a stretcher would not have been in a situation to be recorded unless he needed emergency medical transport.... and whatever happened to him happened inside the facility, it seems like. That blurs the lines of what is and isn't fair game to be made public. Anyway. Please don't stop doing what you are doing!! Just maybe be a bit mindful of context?

While this is partially correct, HIPAA does not apply to anyone who doesn't have official access to other people's personal health information. An average person, who doesn't work for an organization with access to personal information, in public, recording, is not subject to HIPAA at all, regardless of if they catch personal information on camera or not. The duty to protect this information to the best of ability is on the organization and the workers that have official access to it, and them alone.
