When people signal to catch the bus, why do they step back just before the bus stops?

Because of the nose in to line the bus up to the curb

They probably stand by the kerb so bus driver will see them ( especially at a multi-bus stop! Or...To allow passengers off first! Or.. To avoid being hit by the bus door! To avoid being splashed by a puddle! Or, any number of reasons really!
