Haha. These lifeguards admitted they hate thieves and OF COURSE wants to catch them to make the beach a safer and better place to be. TRUST is a fragile thing and very important to people who very often leave their belongings unguarded. The nuance you hear is conformity to political correctness because some of the thieves happened to have a darker skin color (which means institutional privilege are afforded them to make up for largely imagined oppression), even if this entails playing pretend that the thieves they catch are sometimes justified to steal just to survive.
