Do you understand what an absolute monarch is? He can make any ancient habit or custom LAW within his country, and unless his people rise up in revolt and dethrone him they must live within those laws. Then, if he chooses to stay within his own borders, no one can touch him. Other countries may sanction him or make court judgments against him, but as long as he does stay within his own borders they really cannot enforce them. If a country wants trade with his country they must first get 'on his good side' so that means dropping any sanctions, etc.

This Sheikh has been born and raised into a family & culture in which these attitudes toward women, be they mothers, wives, daughters or strangers, are strictly controlled by the males of the family and the culture. At his age and position in his country there is no reason in his mind nor many others to change this. Why should he change his mind about this when it is clearly not to his advantage to do so? As well, no other male in his country has any compelling reason to do anything but agree with him; they do not wish to be his enemy and they enjoy the same benefits in their own families that he does in his own, of being the absolute master. Other countries may be able to compel him to obey their laws when he is present on their territory but when he is in his own country he IS an absolute monarch.

The family structure includes not just immediate family but also many extended family members and is more like a tribal society. When a woman becomes linked with the sheikh, this whole tribe can benefit with positions in the government, state appointments, etc. If the woman then is divorced or becomes un-linked with the sheikh, those positions may be at risk. So it is not just the woman and her children that these relationships affect, and this 'tribal' society who are affected are all trying to negotiate also, so they don't lose out. They also put pressure on the woman because of this.
