Have you had a problem using it over a concealer? Every time I try to apply over concealer, it takes all the makeup with it. And yes, I allowed it to dry first

The PTR one allows no hydration under it. The bye bye does. Encourages it. I won't put anything on my underwear without hydration first. The concealer part I thin largely depends on your concealer. I have had ZERO problems with concealer coming off when I apply the bye bye. Hope this helps
