Ans-1 Citizenship Amendment bill is an amendment in citizen ship act 1971.It grant citizenship to non-muslim refugees and illegal migrants who enter India before 31 dec 2014 from countries like Pakistan, Afghanistan and Bangladesh. This bill is proposed to grant citizen to those who are facing religious persecution in neighbouring state. Various implication of proposed citizenship amendment bill are as follow. 1- This bill is highly controversial in nature beacuse of the manner in which it is conducted and seen as biased against Muslim. So it creates social tension among population. 2- It seems as violative of right to equality and secularism nature of state as it not include other Muslim minority who are facing religious persecution in country Pakistan such as shia ,ahmadiyya etc . 3- Create further socio-ethnic tension and disturb the demography in north eastern state beacuse they are against illegal migrant and refugee. 4- Put extra financial burden on central government to carry put this exercise all over India in situation where country GDP fall ,education sector hit, economy slowdown. 5- Get extra addition in India's population, generate greater demand for food ,shelter ,nutrition, clothing in such situation when our country stand 102 in Global hunger index.

It is mentioned that it will not be applicable to 6th schedule areas, and Assam is in 6th schedule.

Actually only three districts of Assam are covered under the 6th Schedule - Bodoland Territorial Council, Karbi Anglong Autonomous Council and Dima Hasao Autonomous District Council. CAB will be applicable on rest of the state, and that is an issue that violates the Assam Accord,1985.

As per the ASSAM ACCORD,1985 the GOVT OF INDIA had promised that the ALL ILLEGAL MIGRANTS after 24th march 1971(cutoff date) will be identified and will be deported back to the Bangladesh irrespective of their religion... And as per NRC(NATIONAL REGISTER OF CITIZENS) 1.9 million illegal migrants were excluded in Assam... BUT now as per the CITIZENSHIP AMENDMENT ACT 2019 all the non muslim refugees will get citizenship bcoz the cutoff date is 31st dec 2014.. Those who are excluded as per NRC will get citizenship and only the muslim refugees will be identified and and will be deported back.. So it is going against to the ASSAM ACCORD bcoz not only the muslim refugees but also all the illegal migrants aftr 1971 have to be excluded in assam..

Q. 2. Ans. : Populist government under charismatic leaders such as ours are not new to India's political structure. Starting from our first PM Pt. Nehru to the incumbent leader, we have history of charismatic and popular government. Though it sounds tough, strong and hence a better option for our democracy, it has many consequences for a thriving democracy like India. Following are some of the pros and cons: Pros: 1. It gives the government an impression that it is riding on huge acceptance from citizens. 2. This leads to introducing controversial legislations in the name of necessary rejig to move forward the country towards a higher path of development. 3. For electors and general citizens, the stability in the government, apparently, gives a sense of pride and hope that developmental works and responsibilities of a welfare state are reconciling and hence give full trust to the populist government. 4. Most importantly, with least opposition, it has optimum opportunity to make ppolicies - fulfilling the very promises to the people. Cons: 1. Riding on the popularity sentiment of the masses, the government under a charismatic leader/s often betray citizens' hope and promises they made through manipulation using various means (almost absolute power) at its disposal. 2. Populist measures such as freebies & schemes that are not in tune with the current financial state of the country are implemented to sustain that populism which will ultimately have the potential to cost economy in long run. 3. Tendency to disrespect crucial advises of officials and key advisors on important matters such as health of the economy, agrarian crisis, education, health care prospects, etc. develop because of the popularity it enjoys and resultant over-confidence. 4. For a healthy democracy, most importantly, recognition of will of the people as the source of power is required. This becomes redundant for a populist government in power. Further, the role of a healthy opposition in the Legislature and other platforms such as media become less relevant/compromised due to co-optation. This is the first big sign of authoritarianism and hence a challenge to democracy.
