@13:30 in winter it has risen 7 , more than average rise 4, so in summer it is less heating and winter more heating is there ??

It means that the temperature difference is that much. In summers temperature is 4 degrees more than what it has been in past, and in winter temperature drop is less and the temperature remains high around 7 degrees compared to what it has been in the past. temperature is not dropping in the winters.
