'Neighbourhood first policy' an initiative took by modi government in 2014 after a milestone victory in lok sabha election. The main focus of this policy was to set-up affable and strategic relationship with the neighbouring countries( Afghanistan,Bhutan,Nepal, sri lanka,etc) and to support these low economy countries in all possible dimensions. REASONS FOR GIVING PRIORITY TO BHUTAN: 1. Geographically reason:- Bhutan being a landlocked country have no accessibility to ports so india help bhutan in its trade practices by giving access to its ports. 2. Cultural, historical, and civilizational ties and similarity between two countries. 3. The treaty of peace and friendship signed in 1949 according to it bhutan have to consult with india in matters of its foreign policy in return india will protect it from external threats. 4. Economy of bhutan mainly dependent on agro and hydropower which needs modern technologies so india can help it out in that aspects. WAYS INDIA HELPING BHUTAN:- 1. Giving budgetary support to bhutan. 2. Bhutan being land of many Himalayan rivers so india helping bhatan financially and technologically to built hydropower plants as well as import the energy. 3. Ground stations set up by india in bhutan to make them access to south asian satellites launched by india helping them with weather forecasting, tele medicine, tele education, tele communication, disaster forecasting. 4. Rupay card introduced in bhutan by india for financial inclusion and support trade and tourism between india and bhutan. 5. Currency swap facility provided by india to support foreign trade and b.o.p of bhutan. So by giving much priority to Bhutan cultural, political ties between the two countries becoming strong. And by supporting trade and tourism peoples of two countries interact with each other and share there rich values and culture. So its a boost to the strategic relationship between two countries.

Neighbourhood first policy NFP implemented in 2014 for India's external and extended neighbour. India and Bhutan share its friendly realation after India -butan treaty of 1949 : - no involvement in internal matter (eg: Bhutan stand with India over revoking 370 from kashmir). - India guide Bhutan under its foregign policy and provide defence (eg : during dhoklam crises need provide military support). Recently our PM visit Bhutan under NFP and huge development assistance given to Bhutan such as 1- Hydropower sector ,India provide financial assistance and meet its electricity demand. 2- National knowledge network in field of education involving IITs IISC etc. 3- In field of space and satellite a bengulru based alpha space agency collaborate with ISRO for developming Ground base . 4- Rupay card for digital payment. 5- Currency swap -use of Indian rupee in foreign exchange. CONCLUSION Due to its historical ,cultural and geographical relation India and Bhutan share friendly realtion , India soon meet its electricity demand as well as more infrasture, industrial development, connectivity project is need .

Yes, autocratic regimes are bound to bring economic sufferings and human misery because in this regime there is complete centralization of power either in hand of a person or a group. The best example of it can be dictatorship of Adolf Hitler in germany which degraded the living conditions of people in germany during world war 2 and dictatorship of omar ul basir ruler of republic of sudan from present era. HOW IT CAUSES ECONOMIC SUFFERING AND HUMAN MISERY:- 1. Centralization of power- As the power is centralized at one place so there is negligible chances of debates and discussions at wide scale before policy to be implemented whose grey areas sometimes becomes cause of economic and social distress to peoples. 2. Rise of dictatorship- Complete authority lying in one hand so sometimes they levy irregular economic sanctions on peoples to meet there selfish interests or economic expenses of territory and causing great miseries to fellow citizens. 3. Administration- There is no chance of common people involve in administration of territory which widens the gap between peoples and government so interest of people could not be preserved. 4. When interest of people could not be preserved it leads to agitation among persons and formation of anti-social groups. 5. Basic amenities like supply of clean water, health etc get affected due to lack of representation of common people in government authorities. EXAMPLES FROM RECENT EVENTS:- 1. Sudan crisis-The economy of sudan completely crushed under dictatorship of omar ul basir ruler of republic of sudan which lead to hike in prices of common eatables (breads) causing economic distress among citizens. Furthur he was took over by military government which made the livelihood of people more miserable. 2. The expedition bill introduced by China in Hong Kong (dominion of china) which lead to agitation and mass movement causing economic distress and unrest in territory. But these issues can be well tackled and solved by introducing democratic government a government by the people,for the people and of the people bringing greater participation of common public and abrogating widened gap between administrators and commons. Ultimately ending economic sufferings and human miseries.

India needs to come out with a new white paper...regarding its foreign policy and its military and nuclear doctrine because their are lot of strategic as well as geopolitical changes around the world. As india moves towards defensive offensive policy,the shadow of this must be seen in its foreign and military policy too. India needs to act like a global player and needs to come out with statements on global concerns and issues.
