I love the tone of this instrument. It has such a different sound that we normally don’t hear on a saxophone.

The Adolphe Sax made one is in a collection somewhere, more that likely in Europe.

I hear the same cloudy, growly quality on D in the 2d octave that you get on Bb basses. It's an acoustic quirk, due to the octave vent being so far away from the nearest open tone hole. But the horn has a special tonal character - not a baritone, not a bass. Literally unique in the world, as it's the only playable C bass anywhere. Commentaire en français commence à 2:00. Commentary in English begins at 5:35.

It's the C Melody of basses, sonically slotting in between baritone and bass just as C-Mel slots in between alto and tenor. The primary difference is that C-Mels were once quite popular, and have been back in production for several years now. I think it can be seen why it didn't catch on though. It's even bulkier than a baritone, while extending only to low B and therefore providing only a single semitone more downward range. A modern instrument with range to Bb or (better still) A would be in perfect position to take bassoon parts unaltered when woodwind quartets are covered by saxophones.

Bruno Kampmann says (in the French text) that the other C bass sax prototype made by Adlophe Sax is also in his collection in Paris, but not in good condition (revue Larigot de l'ACIMV and blog of the Association des Collectionneurs d'Instruments à Vent, acimv.blogspot.com)

When was this horn made and by whom?

The saxophone was made by Millereau around 1880. Mr. Kampmann says this in the video.
