Success of ADF depends on how many key components like engine, AESA radar USA is willing to sell us. Time is different now. It is not likely we will spend $$$ on new engine now. The entry barrier is way too high. If USA sells us those key pieces, we just need to focus on design and weaponry. Still difficult, but not impossible. IDF was different. They tried to do everything from ground up. Korean KF-21 is also an integration of many mature systems. Korean did not design all those by themselves. Korea faces a free market to shop from. Taiwan does not have the choice. We only have US to shop from. US companies usually impose no-sale-outside-Taiwan restriction. Korea is not limited by these. That's why their weaponry can be sold on open market. When comparing Taiwan and Korea, please try to be fair. We need to do our best under constraints upon us.

Seriously, the latest F-16V is an excellent fighter! While you cannot compare iPhone 15 with iPhone 1, you cannot treat F-16V as F-16A either. In fact, it's not a stretch to consider F-16V a different plane than F-16A. Except for the stealth attribute, a fighter's capability is determined by the electronics inside and engine, not how it looks from outside! F-16V has completely different electronics and engine than the A version. In fact, many electronics in the V version is the same as F-35! Even for the stealth attribute, F-16V, with a stealth coating, is good enough to be a gen 4.5 fighter. To illustrate the values of upgrades, F-22 has been around since 1990s, but the U.S. is upgrading this plane to become the 1st gen 6 fighter!
