Pull one or another of cable vertical branches to close or open the curtains that are represented by yellow short bars.
The pulley box (in glass) weight creates the cable tension.

Yes, it can work without the lower pulley. But the better way is to use it with the pulley box (in glass) to create the cable tension.

Using the CAD files you can get the parts dimensions and know the way to assemble them. The video shows the working principle of the mechanism only. If you want to get a mechanism that can work in practice you have to redesign this mechanism.
