I would recommend Motion skeletons and publish geometry for the same. Please explore it. Also use coordinate systems to assemble the subsequent parts. Avoid part to part references to create features.

There are 3 different ways. 1. Using Feature Recognition Tool (set frt_enabled to Yes in config.pro) 2. Using Autobuildz 3. Forget parametric and use Flexible modeling to edit STEP or other file formats.
