In case of gram panchayat registration on it portAl as tan , which option should be selected as reason for not available pan

Registration means first file the return outside TIN FCs and then apply for registration at TRACES? Last time the taxes were paid TDS return filed and credited to Deductees PAN. But this has not happened this time. How to register at TRACES. It is not accepting RRR and acknowledgement nos.

I am an individual and have to deduct TA on a rent paid against a flat of NRI. NSDL web site says it can be done without TAN. But despite my several efforts I could not find a stepwise complete procedure for deducting and depositing TDS of NRI on rent paid to him on the new income tax portal without possessing TAN and via PAN or even if TAN is mandatory. Can you advise the procedure for NRI TDS
