I'm from one of the Arab countries and I want to open my own project related to decorating cake and cake with flowers. What is the best cream that is best used?

Since I can't now the exact conditions where you are without really experiencing them myself. How hot it gets, how humid it is and how it fluctuates during the year. It's hard for me to make a recommendation. We use simple/american style buttercream simply because it's easier for beginners to make, color and work with(you can just cool it down and rewhip it if it gets melty when piping). But all of these kinds of flowers can be piped with other more stable kinds of buttercream like Italian or Swiss meringue. There are also options like bean paste where you don't have to worry about melting and I often see it use where the heat might be a problem for piping buttercream flowers. The advice I usually give it to check bakeries in your area or areas/countries around you and see what type of buttercream/frosting they are using and start there since that will give you a solid idea of options that will work.
