actually its because of a debuff that noxus inflicts called 'noxus fumes' i believe, which gives the player hallucinations of yharim and draedon and others. Its an unused debuff that exists in the base game

Creating triangles that are radially centered at some position on the screen (usually where Noxus' current position is). These triangles are stored in a list of shards that represent the shatter effect. 3. Subdividing the triangles in the list at random into more triangles until there are a total of 350 of them. This results in the varied shard sizes, because this process could randomly subdivide big triangles or small ones until they're tiny. These triangles visually represent a slice of the texture from step 1. 4. Sending the triangles flying away from the aforementioned center point. They sharply decelerate and each have a distinct 3D rotational axis, hence how they seem to linger around in different orientations. 5. Making the triangles fade away until they disappear.

I'm 2 months late but do you know if you install the noxus mod and play new world, some point during your playthrough you can see noxus's shadow in the sky. If noxus comes in contact with the sun or moon, the background will go dark and it will start glowing bright.
