This download process of db2 has been hell. Not sure your link is completely accurate now but just trying to achieve what you are showing and got db2 installed but nothing that is the visual interface you have...

I am in the same boat man, as far as I saw you need to install db2 (I am not so sure about how crucial is Docker but I also installed it) and then you have to install the data management console which is the graphical user interface for db2 (I have not finished this configuration so I might be wrong) have you found something useful?
