I don't necessarily blame home owners who bought (ot possibly built) homes in flood zones or in zones with high wild fire risk without proper fire suppression construction techniques. Buying a house is already a very complicated matter for people without needing to figure out such matters. I blame governments and regulators for not creating and enforcing adequate regulations. One could also blame those politicians who are indifferent to climate change or even seem to want to make it worse.
