because that's quite literally how you hold pistol in real life when not ADSing, don't know if you ever shot a pistol but you would look really stupid if you tried to hold it like in older cods or like in CS since it's natural to hold it tilted and in center of view. That's possibly the best thing they did to pistols in MW2019 especially since pretty much no other game before it did that.
