I think its both... some major main roads are not even qualified based on surface condition, very little friction, poor lighting, missing protective devices, no soft shoulders, stop light not working in peek hours, missing signs, animals and people crossing/ people crossing like animas at their own risk!!!... case in point Rose Hall dual road in Montego Bay has all this and is like a roller coaster ride... Governance is also about civil responsibilities they create rules but little or no enforcement!!!

Jamaica is struggling with a high level of lawlessness, not only with vehicular accidents, but also with overall lawlessness. One of the biggest problems is that the people in authority are not setting a good example, preventing the average people from imitating them. It is important to remember that everything rises and falls with leadership. When it comes to setting an example, it starts from the top down, not from the bottom up.

Besides the crime, Jamaica is such a lawless place. I have a home near Priory and on that highway between Priory and Runaway Bay, I see drivers overtaking around curves, going up a hill, going downhill. There are also police vehicles overtaking traffic without their sirens or flashing lights, in parts of the highway where overtaking is not allowed. Drivers routinely cut you off at intersections, people park their vehicles wherever they like. If you go to the ABM to get money, some try to cut the line. They do the same if you go to the tax office or the health clinic. Trash is thrown everywhere. People steal with impunity. I have never seen such selfish and uncaring people in one country.

True, the violent crime and fatal road accidents are of great concern, but so is the two-tiered so-called justice system in Jamaica. If a driver's carelessness resulted in the death of my family member, will the judge go easy on the driver because of his/her socioeconomic status, or because of pressure from church leaders or from politicians?
