Actually it is common form of addressing someone you don't know may be asking for something or looking for directions etc. In indian society all relatives are known by specific title, so no confusion.

A kid (7 or 8 years old maybe) in a train station asked me (22) if he was taking the righ train and after I answered he said "gracias señora" = thank you lady/madam in spanish, and I found it funny but also heartwarming🥺 what a nice kid ☺️😌

I am a 55 yr. old man from the USA. Ma'am is a sign of respect. My Mother told me show respect to others regardless of age. Same thing as "Sir". If a young girl holds a door open to the store for me I respond by saying, " TY Ma'am" :)
