Actually it was set up by Sir Keith Mills assisting the Royal Foundation which was Prince William, The Duchess of Cambridge & Prince Harry, later joined by Meghan Markle. It was later handed over to Harry to run when the Royal Foundation was split up. William donated the bulk of the money he received in settling the phone hacking scandal but naturally P harry has never publicly thanked nor acknowledged this. Harry also received a split of the money held by the Royal Foundation to help his set up his charitable endeavors.
