As a person who has played Cities Skylines plenty, allow me to explain what might've happened: When the city first started, you could see a few people moving in slowly, but Kevin immediately shut it down by cutting off traffic. This meant that the people in the city couldn't leave anymore, and the ones who wanted to move in also couldn't since there was no access into the city. So his population grew only by the sheer amount of babies being born, which is why it was taking such a long time for him to get more citizens. As soon as he opened the bridge for all traffic, people were actually allowed in, so all those houses he built and were empty the whole time suddenly got taken all at once.
