Campbell was building up his sense of superiority throughout this whole episode. He had his way through the Home Secretary, he had Arthur and Micheal arrested, and sexually abused Polly. He felt unstoppable and that there was nothing Tommy could do to break his "victory" over him... ...it took one phone call to put him back in his place. It's been a while since I felt such satisfaction from watching a vile antagonist like Campbell have his ego shatter so quickly.

He wasnt abusing his power to arrest him if anything he abused his power to let him go. Either decline and let it play out or even better trust that tommy will fix it. Or do what campbell wants so he will then abuse his power and free him. This was when Campbell became a pretty mediocre cartoonish villain to me. A big flaw in the show. At first he was just a stuck up fundamentalist, but they made him into pure evil in this episode to the point it became silly. In the first season you could kinda see how the Blinders had a negative influence on the city and why there was a reason he saw them as evil, but after doing that to Pol... Don't know. It makes an interesting nuanced gray show into a simple and basic black & white thing. Cool criminals versus evil policeman. And in hindsight this became a crutch for the writers seeing how as soon as Campbell was gone the priest came in and then Oswaldo. Pure evil. As well as always having an antagonist who has Tommy under their thumb to the point it creates friction in his personal life. Same as the Last Kingdom with Uthred now that I think of it
