This is a new signal installed as apart of the URA converting the remaining parts of "Penn Circle" into two-way traffic, along with replacing the signals at several other intersections along Euclid Ave. and Station St. This signal was covered-up for a while, but the road officially opened for 2-way traffic on Tuesday, and they activated the signal at this intersection and the other lights at the other intersections that weren't on yet.
They are now typical newer Pittsburgh intersections with McCain lights and Campbell buttons. The phasing is rather interesting though, especially with that bike signal.
