When wading spots like this, I've found it handy to have about 3-4 feet of light rope with a carabiner clip on each end. Clip the line to the rods and wear them slung like a rifle to keep your hands free so your balance is better and you can grab something if you have to. It's good to have your second rod off the ground so it doesn't get stood on or in your way. That'd be a really nice spot to camp overnight.

I live in the DC area and we went fishing on the upper Potomac river, which I have to say is beautiful! Btu the guide (Geoff Greene from Shallow Water Adventures) took us on his bass boat equipped with a jet outboard motor. He was going on very shallow waters with no issues whatsoever. It seems to me you need that.
