Can a mixer tap have just one side connected ?

Would it Also be sensible to connect both hoses to a tee on the single supply? That way you never get any stagnant water left in the pipe potentially mixing with the cold. Also would mean you could have the lever in any position and always get water

thankyou so much. A grohe mixer tap I bought online, has two normal length flexi pipes. and a third smaller one. I read something about it being ecojoy water saving model. Is it correct then, that I be able to just then cap off that third flexi pipe, to use it as a normal mixer tap. Many thanks
