Read Art of the Deal lol, he's doing his classic gambit. Open with a crazy offer and then when he pulls back to his actual target offer, it seems more reasonable. Any tariff % he's talking about now is probably much higher than whatever it will be after negotiations. The threat is just to bring Trudeau and other world leaders to the negotiating table. He doesn't really have any choice, it's not like he can just ask Trudeau "Hey could you lower your tariffs on US exports, because if you don't we'll....do absolutely nothing like we have been." Tariffs are a normal part of trade negotiations, Canada uses them too.

Government will never be efficient by private industry standards, but it can definitely be more efficient than the leviathan it is now. For most of American history the federal government was not nearly this bloated, and we got along just fine if not better. The Department of Education has only existed since 1980 for example.
