Do you really think the ai of a buggy mod for eu4 (A history based game that is known for not being historically accurate) should be expected to have each ruler of a nation be exactly how they would be irl?. It's a game based on the idea of alternate timelines. Not perfectly replicating real life, the years he's playing in haven't even happened yet (plus if I recall correctly, the very existence of that war is not even historically accurate because of the fact that Mexico and the United States have been historical allies for a very long time)

Morocco occupies most of it, while the border regions with Algeria are under the control of the Polisarian Front (the Saharaui government) and separated by a wall from the annexed territories, though in the border with Mauritania the Polisarian Front technically has a strip of land to the coast, still most Saharauis live either in algeria as refugees or in other countries, with a small amount living still in the territory ocuppied by Morocco. The Sahara was Spanish until 1975, when Franco died and our millitary left, followed by a joint Moroccan-Mauritanian invasion that we autorized under the table with some pacts, but it wasnt until last year when Pedro Sánchez, our current President of the Government officially recognized the Sahara as Moroccan territory, the UN still considers it colonized territory and still considers us the colonial power that has to ensure a Self-determination referendum, but things are dire. Though if you visit the Saharauis living in Algeria as refugees, they still have big hope of returning, even their children and grandchildren who have been born in Algeria think they are going to return, so at least they still have determination to return, and determination is very important.
