Good to see what you can do on a tough budget, as many people have to make every penny count. Bearing in mind it will inevitably have limitations, this has most basics covered for common small home repair and decorating tasks. Keeping as near as possible to the cutthroat brief, I'd add a tenon saw and a "Manchester spanner" i e. rubber mallet. You could introduce minor electrical diagnostics and repair by adding a cheap multimeter, and a pipe cutter to get started on plumbing. I like that multi-purpose sealant tool. If it works, a one-stop accessory for all those functions will save so much rummaging around.

My friend just moved into a new house and expressed interest in having a tool kit. She’s been curious about some of my tools, when I visited her once, I brought along an old-school tire pressure gauge to check her tires, which she thought was such a simple gadget but effective. When she asked what tool kit she should buy, I offered to put one together for her. She's really into recycling and prefers to have second-hand tools, and she specifically requested a tire pressure gauge. I ended up getting a budget-friendly Milwaukee toolbox, which seems like a perfect fit! Thanks for the inspiration, i'll be ordering some foam for the box soon, i do think she will need a small powered screwdriver , if you have any thoughts on that it would be good to hear
