Bidoof isn't obtainable in Pokémon Scarlet or Violet, unfortunately. It may be in one of the DLCs, but the first one is coming around the end of the year (according to Nintendo Eshop)

Honestly I kinda wish that if you took too long to get to the professor, you would get a random Pokémon that isn’t a starter but has equal ish stats. Like after X amount of time, you can’t get one of the starters but it’s a fair bit of time so you don’t have to run strait there but you shouldn’t stand idle or talk to everyone you see and wander off
