It‘s never been so obvious that Sims look at their phones all the time. It just doesn’t make sense in prison. I wish there was a trait that stops this. They should put it in the next expansion, with telephones for the sims with that trait to adopt children or order pizza.

Actually it's pretty common for prisoners to have their own phones and computers, they're just (obviously) blocked from being able to do doing certain things on them. I believe it's mainly for minimum security though

How did you get all the sims into uniform and onto the lot?

She probably moved the sims onto the lot as residents first and then assigned the outfits in CAS. The jumpsuits came with the Get to Work pack as part of the detective career
