There is little to no corruption scandals within the mayors of Metro Manila, yes, there are political dynasties in the Philippines which have resulted in continuous corruption, but not in Metro Manila. Regarding the salaries of top Filipino politicians, they are still payed well above the national minumum wage, and Singapore can better afford such wages without the Singaporean people batting an eye. If such is done, the regular Filipino would be up in arms, as most top politicians come from the 1% already.

Singapore law enforces has absolute control and authority of the whole country. Corruption is limited. Philippines law are manipulated by crime organization from foreign countries as well as internal influential families. If Philippines cannot control corruption they will stay lower tier.
