Taiwan has been doing that over the past some 7 decades since the end of WWII, imposing 100% tariffs on imported auto vehicles. And it has been very effective, and even helps preventing Taiwan from developing its own auto industry. And that's why Taiwan still doesnt' have its auto industry.
