Then you notice it gets unsafer on the streets, criminality is high and you want more police. Police is expensive, lots of people must be paid, so you basically save money on the one side, bringing a lot of people in a worse situation and when they get angry about it, you throw your money at police officers to let them fight against each other. That sounds pretty stupid tbh. It's shitty for the affected people, shitty for the cops, it's still expensive and it makes it unsafer for everyone.
