Why not use the old steel slug to make a silicone mold, fill it with water, and freeze it so the ice bullet will seal in the barrel instead of the air escaping around the lopsided chunk of ice? Or use a capped piece of pvc with the same inner diameter as the barrel to make ice cylinder/bullets

I’d recommend trying again with clear ice. Having no air in the ice may make it impact harder and break differently

What works well is wadded up plastic shopping bags. They're free, they compact well, and they're low-friction. When they leave the barrel, they don't fly far, and they don't break up into a bunch of bits.

You should try Pykrete. It's ice mixed with wood pulp. It's much stronger and resists melting much longer. They got a crazy idea to build ships and aircraft carriers out of this during world war II. They did a lot of small-scale testing. It's actually pretty cool stuff. If an ice bullet was used to kill Kennedy it would have been made of this.

Have you ever seen how they make ice spheres for whiskey? Aluminum mold melts ice to perfect shape of mold. I bet those would fly better, hold together longer and transfer more energy.

You need a wad. You could try making shot cups that are the perfect diameter to get a good seal in the barrel. To much of the air is escaping around the sides of the projectiles.
