Betty; Aluminum foil works fine on new suffice rust. I haven't had very good luck on pitted rust with aluminum foil. (This is a suggestion) try using steel wool (00) with some EVAPO-RUST or a scotch Brit pad. Wear gloves. Dip the steel wool in some EVAPO-RUST, Rub a small spot on the chrome under the seat and see if you like the results. (Don't rub hard or for a long time, you could dule or scratch the chrome.) If you like the results then afterwards use never dule to bring out the shine. When I do a restoration, most of the chrome is in such bad shape, that I have to send it to be rechromed. Yea works good. I use chrome spray cleaner for my rims on my truck, works great an quick!

Nevr-Dull is a great product, but that blistering rust is tough. It keeps coming back, unless you do a re-chrome. You can sandblast, then use phosphoric acid (Ospho) and scotch bright to completely eliminate the corrosion, and then send the parts for a re-chrome. It's a ton of work. Or, just ride the little bike and enjoy it, patina and all.
