Sajmi the problem is productivity. Businesses in Canada is addicted to cheap labour. Instead of spending capital to increase productivity, they are making profit by cheap labour. It is time for the government to not listen to the lobby groups and ask them for capital intensive technologies to increase productivity. It is a sink or swim situation. Canada has the lowest productivity in G7 countries. Most of the current TR's are low quality candidates.
