The journalist made a misleading remark when explaining the Canadian code proposal. It is not correct to say that 67% of capital gains is taxed completely away from the investor. Previously, 50% of gains were tax free, and the remaining 50% was taxes at the marginal rate. Now, only 33% is tax free, and the remainder is taxed at the marginal rate. Even so, it's a shock to see savings accrued over decades to fund retirement suddenly taxed at a much higher rate. Businessmen saved that money within their corporation because they don't have the benefit of a government pension. It would be like government dipping into peoples' pockets to apply tax on income they earned 30 years ago. It also may have a stifling effect on decisions to take the risk of investing in a business. Why not simply keep money in safer bonds rather than exposing yourself to unnecessary risk, if there is no advantage to growing the Canadian economy through equity.

Exactly right. You could be selling a second home at a lower price in real terms and still pay massive tax because of inflation pushing up the price in nominal terms.
