To fill out the webform: Visit the IRCC website. Navigate to the "Contact us" or "Help Centre" section. Look for the option to submit a webform or contact IRCC online. Provide the requested information in the webform, including your personal details, application information, and a detailed description of your concern or inquiry. Double-check the information you have entered to ensure its accuracy. Submit the webform. Let me know if you have any other doubt

I would say Brampton is a better option, I've seen many visas from the colleges of Ontario, including Brampton's. Visa success completely depends upon your profile strength, apart of academic you should also file strong financials. And lastly, your course should be relevant.
