Yes. Except if it’s too icy (the close to 0 degrees where it’s slippy). Running actually makes you warmer because you are warming up your muscles. Even when it’s -10 outside for example I’ll still run out to the car to grab something and go back in, outside t-shirt and shorts for 5 minutes or more sometimes depending on how cold (wind makes it worse). Though I think most teens had that phase where we just wore hoodies year around, I did that in grade 7 and 8, only wore my winter jacket when it was getting really cold. Plus as kids we used to take our jackets off because it was too warm to play with our jackets on so we’d rotate between taking off and putting back on our jackets every 20 minutes, though this was usually march or later where it’s mildly cold but too warm when running around!
