Ige David Hello yes you can apply. But once you applied for PR, you expressed "immigrant intent" This means when applying for a study permit, you have to satisfy an officer that you will still study temporarily in Canada

ayhan gökçe an international student doesn't need a work permit. You are allowed to work 20 hours during school time and 48 hours during school break you can check that on your study permit. Hope this is helful!
