Since last year after March 18, 2020 result is not drawn for the applicant who applied from outside Canada. May be that could be the reason.

that's a scoring system. You will get points based on kind of adaptability you mention. Suppose if it's friends then less point, and if relatives then middle score and if it's your own brother/sister then the highest points.

you can't get open work permit just like that. You have to have your family members either working or studying or PR of Canada.

You will have a chance depending on in which PNP program you will apply. Because you also need to meet the Province's required point. for example in SINP 60 required to apply and if you have above 69 points then you have high chance to get an ITA.
