Cao Cao was an ambitious man. He has no qualms of taking the emperorship if the whole country is united under 1 rule. Proclaiming himself emperor is a bit premature as the other 2 states will consider him an usurper, and attack him through a concentrated effort. Moreover, there is no rush since he is already enjoying the privileges of an emperor except for in title. It is better to issue proclamations under the Han emperor's name as the other states still display nominal loyalty to the Han but not to him.

The reason Cao Cao never became emperor is simple. He suffered defeats after defeats at the hands of Guan Yu after ascending to the status of Prince of Wei; and he died shortly after Sun Quan killed Guan Yu. So taking that into consideration, it would be wise to not proclaimed emperorship while suffering losses as none of the subject will truly support him if he were to do so. You need to win, you need to earn a merit in order to proclaim emperorship. A merit so huge that none of your detractors can dispute it. Cao Cao failed to do that near the end of his life. Don't get me wrong. Cao Cao was a very capable statesmen, politicians, military leader and general; but losses he bear near the end of his life prevented him from proclaiming emperorship.

Not exactly. He shouldn’t do it from a political and military point of view. If he becomes emperor, Liu bei would instantly be emperor. Then the value of emperor depreciates in half. Cão cão was already above the emperor. Keeping the only emperor as hostage, helps attracts talents through country that are loyal to government, and so is for administering and tax collection purpose. Also, sun quan is trying to shift Liu bei focus to attack Wei instead of sun quan himself. What cão cão wants to see is Liu bei and sun quan fight. Both get injured while cao cao remains far stronger. Whoever wins the war, cao cao would then launch a sneak attack 😅 From point of view of military, politics, cao cao did the right thing. All the government officials cao cao promoted them. Cao Pi did the right thing of becoming emperor, only then he can take promote government officials further

As you said its actuallu quite simple. First of all he was just like an emperor anyway. Secondly he would literally give other dynasties an official reason to proclaim. Which actually happened in the near future where Wu and Shu also declared themselves as empires basically. I still dont think that it would had any negative effects if Cao did it but why take any risks? People should also consider that by staying as a king, he basically becomes an ally of the Han Dynasty which isnt officially done yet, people still prob care about it. If he would become emperor he would be an enemy of the han, basically a usurper. These kinda details can change the turn off the events sometimes. Cao was a smart man, imo did the right thing.
