"Dawn is a fisherman" is a personification, and not a metaphor.

That is a solid point, however personification is a type of metaphor. Indeed being a fisherman can be considered a human characteristic. This would thus characterize the title, "Dawn is a Fisherman" as the use of personification. Also, because there was comparison made between 'dawn' and 'a fisherman' makes it a metaphor too. So 'Dawn is a Fisherman' is both a metaphor and shows the use of personification.
