In the council act of 1892, the discussion on budget and asking supplementary questions in the imperial legislative council was allowed. Also in the 1909 act , members were allowed pass the resolution on budget as well. Though control over public funds wasn't allowed.

@@RevealGk as per spectrum book, Read page no325, clearly stated that .as per hunter committee of inquiry also endorsed the same.

@@socialserver6337 Bhai on this page it is mentioned that "If he had given warning" not "he gave warning" and committee also said there was a lack of warning so clearly we can say that there was no warning. And also we need to see UPSC Answer key too which clearly states Option (c) is correct.
