Capitol Mall Railroad Crossing Activates For Tower Bridge Rising For Boats, Hybrid Bells Replaced

This is NOT a malfunction. The crossing is made to also activate for the bridge to stop traffic and incase a train comes. Caltrans and the Sacramento Southern Railroad set it like this
Was in Old Sacramento today and while I was looking at the crossing seeing the Safetran Hybrid Bells were replaced Griswold Mechanical Bells was put on these signals unexpectedly the signals activated because of the Bridge starting to rise and its gates activated to let a couple of boats go by. The Sacramento Rivers water level is up high also due to the recent rains. I also decided to record one of the boats going under. These railroad crossing signals here originally had incandescent lights and Safetran Mechanical bell. Back in 2006 the incandescent lights and Safetran mechanical bells were replaced with the LEDs and Safetran Hybrid Bell. As of now 2016 the Griswold Mechanical Bells are on the signals now. This crossings original signals before these were Griswold and RACO signals until sometime between the 1970s and 1980s. The Tower Bridges bell looks like a WCH or Federal Signal Mechanical bell. Only one of the railroad crossing bells were ringing and one of the gates was still up since it wasn't a train coming. More Info below.

-- Safetran Cantilever Signal on right has 5 pairs of 12x24 Dialight LEDs inside Safetran Light Frames, Safetran Brackets, and A Griswold Mechanical Bell.
Its Gated Mast has a Safetran Wayside Signal attached to it, RECO Gate LEDs, Safetran Gate Mechanism, Safetran Counterweight Arms, and Safetran Signal Base.
