The voice that says "... you're just a pawn." is Samuel Sterns (The Leader). He was the wacky scientist in the Incredible Hulk film. If you recall, some of Hulks blood seeped into a wound in his head.

The most intriguing shot that nobody is talking about is Sam walking into what appears to be an operating room where they administer the super soldier serum. I'm not saying that Sam breaks from the comics character and actually takes a form of the serum, but I believe that shot is supposed to get us to wonder if he does or is thinking about it. It could also just be a out Red Hulk. 🤷🏾‍♂️
