Widow's whole appeal is that she herself IS THE WEAPON, which is why she doesn't rely on them to save her. Plus, holding a larger gun isn't going to make her standout as a superhero b/c anyone can do that. A shield? Umm maybe her not having an iconic prop to represent her was done to show that even though she's one of the most vulnerable characters, she's just as capable.
